Kuwait, Pakistan, UAE licences: Full process applies. Your existing licence grants zero exam exemptions in Germany. However, experienced drivers typically need 15–25 lessons instead of 40–60.

Step 2

Documents Required — All Applicants

Valid passport or German Personalausweis — original only, currently valid.
Current residence registration (Anmeldebestätigung / Meldebescheinigung) — request fresh copy if older than 3 months.
Biometric passport photo — 35×45mm, white background, recent. Cost: EUR 10–15.
Valid residence permit (Aufenthaltstitel) — if non-EU national. Must be current.
Original foreign driving licence + certified German translation (beeidigter Übersetzer or ADAC). Cost: EUR 30–60.
Sehtest certificate — vision test (min. 0.7 each eye) at a licensed optician. Cost: EUR 6–15.
Erste-Hilfe-Kurs certificate — 9-hour first aid course (DRK, Johanniter, ADAC). Cost: EUR 22–50.
Completed Antrag auf Erteilung einer Fahrerlaubnis form — from Strassenverkehrsamt website.

Step 3

EU/EEA Licence — Direct Swap

Confirm your EU/EEA licence category is valid

All standard categories (B, A, C, D) can be swapped. If expired, usually still swappable within 6 months.

Book appointment at Strassenverkehrsamt

Online booking required — do not walk in. Wait times: Kaiserslautern 2–4 weeks, Berlin/Frankfurt up to 8 weeks.

Submit documents — cost EUR 35–50

Your original EU licence is surrendered and returned to the issuing country.

Receive interim paper licence same day

Valid immediately for driving. Permanent plastic card arrives by post within 3–5 weeks.

Step 4

Recognised Country — Theory Exam Only

Verify your country is on the current KBA bilateral agreement list at kba.de.
Register with a Fahrschule to access the theory exam system — still required. Cost: EUR 50–150.
Study and pass the official Theorieprüfung — 96 questions, max 10 errors. Available in English, Turkish, Arabic. Cost: EUR 25 + surcharge.
Fahrschule surcharge for theory exam registration: EUR 60–137.
Submit all documents to Strassenverkehrsamt after passing. No practical exam required.

Step 5

Full Process — Theory Lessons & Exam

Register with a Fahrschule — Grundbetrag EUR 350–600

Compare at least 3 schools. Grundbetrag covers theory lessons and admin.

Attend 12–14 theory double-lessons (90 min each)

Included in Grundbetrag. Covers road rules, hazard recognition, vehicle knowledge.

Study at home using iFahrschule or Fahren Lernen app

Free or EUR 0–30. Practice until 85%+ pass rate consistently. Use updated April 2025 materials only.

Sit the Theorieprüfung at TÜV or DEKRA — EUR 25

Computer-based, 30 questions, 45 min. Available in English, Turkish, Arabic. 49% fail rate in 2025 — prepare seriously.

Important: Theory certificate is valid 12 months. You must pass the practical exam within 12 months — otherwise you must retake theory.

Step 6

Full Process — Practical Lessons & Exam

Practical Fahrstunden — EUR 60–95 per 45-min lesson (2026 rate).
12 mandatory Sonderfahrten (legally required): 5x Überlandfahrt (rural), 4x Autobahnfahrt (motorway), 3x Nachtfahrt (night). EUR 60–95 each.
Experienced drivers: expect 15–25 lessons. Complete beginners: 40–60+.
Fahrschule surcharge for practical exam registration: EUR 160–290.
Official practical exam fee at TÜV/DEKRA: EUR 130. Total exam cost: EUR 290–420.
If you fail — each retry costs EUR 290–420 + additional lessons. Approximately 1 in 3 fail first time.

Ask your instructor: "Ich habe X Jahre Fahrerfahrung — wie viele Stunden schätzen Sie nach Stunde 3?" A good instructor gives an honest estimate after lesson 3. Kaiserslautern has cheaper rates than Frankfurt or Mannheim.

Step 7

First Aid Course & Vision Test

Erste-Hilfe-Kurs — 9 hours, usually one Saturday. DRK is cheapest (EUR 22–35). Certificate valid indefinitely.
Sehtest at any licensed optician — 5 minutes, EUR 6–15. Fielmann often offers it for EUR 6 or free.
Wear your glasses or contact lenses to the vision test. If you need correction, your licence carries code 01.
Sehtest certificate must not be older than 2 years at time of application.

Step 8

Applying at the Strassenverkehrsamt

Book appointment online — do not walk in. Kaiserslautern: 1–3 weeks. Frankfurt/Berlin: up to 8 weeks.
Bring the complete document set from Step 2 — one missing document = rejected appointment.
Pay the Bearbeitungsgebühr (processing fee): EUR 35–50.
For conversions: surrender your original foreign licence.
Receive interim paper licence (vorlaufiger Führerschein) same day.
Check the plastic card immediately when it arrives — verify name, DOB, and categories.
