Stage 1

Eligibility — Which Path Applies to You?

Blue Card holders — apply as early as possible. With B1, you can apply after just 21 months. Book your Ausländerbehörde appointment as soon as you hit the threshold — processing can take 3–6 months on top, so every week you delay costs you.

Your current residence permit is still valid on the application date. Apply at least 3 months before expiry.
You have lived in Germany continuously — no single absence longer than 6 months.
You can demonstrate financial self-sufficiency — no Bürgergeld, Sozialhilfe, or Arbeitslosengeld II. (Kindergeld and Wohngeld do NOT count against you.)
You have paid into the German Rentenversicherung for the required period.
You have not been convicted of a criminal offence in Germany.
You have sufficient living space — general standard 12m² per person.

Stage 2

Core Identity & Residence Documents

Valid passport — original + 2 photocopies of the photo page. Must be valid for at least the duration of the new permit.
Current residence permit (Aufenthaltstitel) — original + 1 photocopy.
Completed application form (Antrag auf Erteilung / Verlängerung eines Aufenthaltstitels) — download from your local Ausländerbehörde website.
Biometric passport photo — 35×45mm, white background, within 6 months. 2 photos usually required.
Anmeldebestätigung — current official registration certificate from Einwohnermeldeamt. Obtain fresh copy if older than 3 months.
Meldebescheinigung showing all addresses in Germany for the last 5 years.
All previous residence permits (copies) — shows the complete chain of legal residence.

Stage 3

Language Proof — German B1 Minimum

Original B1 (or higher) certificate — official exams only: Telc Deutsch B1, Goethe-Zertifikat B1, ÖSD B1, or DTZ.
Integrationskurs completion certificate — counts as B1 proof if you attended the state-sponsored integration course.
University degree from a German-language institution — can serve as proof of language ability.

Private language school certificates, Duolingo, online courses, or self-declaration are NOT accepted. Only official certified exam results from Goethe, Telc, or ÖSD count.

Stage 4

Financial Self-Sufficiency

Last 3 months' payslips (Gehaltsabrechnungen) — must show gross/net salary, employer name, and your name.
Last 3 months' bank statements showing regular salary credit.
Current employment contract (unbefristeter Arbeitsvertrag preferred — permanent is significantly stronger).
Last 2 years' income tax assessments (Einkommensteuerbescheid) from the Finanzamt.
For self-employed / GmbH owners: last 2 years' profit and loss statements prepared by a Steuerberater.
Health insurance confirmation letter (Krankenversicherungsnachweis) — current, showing active coverage.

Rough income guidance: single applicants need at least EUR 1,200–1,400 net/month. For a family of four, expect EUR 2,500+ net. A Steuerberater's income confirmation letter strengthens your application significantly.

Stage 5

Employment or Business Documentation

If employed:

Current employment contract — must show name, employer, position, start date, and salary.
Employer confirmation letter (Arbeitgeberbestätigung) on company letterhead — dated within last 4 weeks.
Last 3 months' payslips — cross-referenced with bank statements.

If self-employed:

Trade licence (Gewerbeschein) or freelance registration confirmation from Finanzamt.
Last 2 years' tax assessments (Steuerbescheide).
Client contracts or invoices proving ongoing business activity.

If GmbH/UG owner:

Handelsregisterauszug — current, within 3 months, from handelsregister.de.
Last 2 years' annual financial statements (Jahresabschluss) prepared and signed by a Steuerberater.

Stage 6

Pension & Social Security Contributions

Rentenversicherungsverlauf — official pension contribution history from Deutsche Rentenversicherung. Request at rv.de or call 0800 1000 4800 (free). Can download as PDF instantly with eID.
Confirm at least 60 months of contributions (or 21/33 for Blue Card paths).
Sozialversicherungsausweis (social security card) — original. Shows your Rentenversicherungsnummer.

Stage 7

Housing & Accommodation Proof

Current rental contract (Mietvertrag) — all pages, signed by both parties. Must show name, address, rent amount, and square meterage.
Landlord confirmation (Wohnungsgeberbestätigung) — current version. Required by law.
For property owners: Grundbuchauszug (land register extract) — current, within 3 months.
Floor plan or documentation showing dwelling size in m² — some offices check the 12m² per person rule.

Stage 8

Integration & Criminal Record

Führungszeugnis (police clearance — Belegart O) — apply at Bürgeramt or bundesjustizamt.de. Cost: EUR 13. Must be recent (within 3 months). Request specifically "zur Vorlage bei der Ausländerbehörde".
Integrationskurs completion certificate (if attended) — strong positive signal.
Declaration of commitment to the German constitution (Bekenntnis zur freiheitlichen demokratischen Grundordnung).
Evidence of civic integration — voluntary work, associations, community participation (not mandatory but strengthens borderline applications).
Children's school enrolment certificates (Schulbescheinigung) — if applicable.

Even if you received a suspended sentence, declare it. Hiding a conviction is far more damaging than the conviction itself. The Ausländerbehörde can access police records.

Stage 9

Family Members — If Applying Together

Marriage certificate (Heiratsurkunde) — original + certified German translation + apostille.
Birth certificates for all children — original + certified German translation + apostille.
Passports of all family members — original + photocopies.
Biometric passport photos for each family member.
Spouse's language certificate (B1 minimum) if spouse is also applying for NE.

Apostille and translation tip: Documents from Pakistan must be attested by MOFA and then the German Embassy. Once in Germany, a beeidigter Übersetzer translates them. Allow 2–4 weeks for this process.

Path to citizenship: NE granted → after 5 years → apply for Einbürgerung. Since the 2024 reform: 5 years total (previously 8). Germany now permits dual nationality — you keep your original passport.
